CONSTITUTION 1. TITLE 1.1 The name
of the organisation will be THE DOON VALLEY POOL LEAGUE
1.2 The league is formed for the purpose of promoting the game of pool and fostering
Harmony amongst its members.
2. THE COMMITTEE 2.1 An
elected committee will manage the business of the league.
2.2 The committee will comprise of :- a Chairperson , Vice Chairperson , a Secretary , a
Treasurer , a Tournament Organiser and two other members
THE CHAIRPERSON :- will undertake the running of all meetings and have the
Casting vote in any matter if required.
VICE CHAIRPERSON :- will assist the chairperson in the delivery of their duties
And to stand in for the chairperson in the event of their
Absence.
SECRETARY :- will see to all minutes , administration , correspondence and
Business of the Doon Valley Pool League. They will also be
responsible for the overseeing of results , fixtures and
Compiling league tables.
TREASURER
:- to
see to all fiscal matters relating to the pool league. They will Also provide a
balance sheet at the
A.G.M. and a current statement
As required or requested at monthly meetings.
TOURNAMENT ORGANISER :- will liaise with the S.P.A. and select and manage all
National , Scottish and regional teams.
1ST COMMITTEE:- will be second vice and step into any office bearers post should the Need arise.
2nd COMMITTEE;- will help with the running of the league as and when required.
2.3 All office bearers will be elected annually at the A.G.M. Any member can be elected
To the committee even in their absence , provided they have notified their intentions
In writing to the secretary, and by the subsequent election by the members.
2.4 A minimum of four committee members will be required to constitute a quorum in order to conduct
Business.
2.5 All cheques to be signed by the Chairperson and the 2nd committee member
2.6 Expenses where appropriate will be paid.--- The league will pay entry fees for S.P.A tournaments etc.
3. THE MEETING 3.1 The
league will hold meetings on a monthly basis during the pool season.
3.2 These meetings will be held on the first Tuesday of every month starting at 8.00pm,
Or as the committee deem necessary. All meetings will incorporate a 10min recess. Any league member
Can attend these meeting but only the team representative will be able to speak and vote on the teams
Behalf. All team representatives are requested to sign in at all meetings.
3.3 The venue of the monthly meeting will be decided by the committee.
3.4 Voting
rights at all meetings (except A.G.M. or E.G.M.) will be one vote per team
representative . If the
vote is tied then the Chairperson will have the deciding vote.
3.5 The members present at the monthly meeting will decide any issues as required.
If there are 2 proposals on any subject then the voting system as per rule 3.4 will be
Invoked . If there are 3 or more proposals then a vote as per rule 3.4 will apply with
The lowest vote dropping out. The voting will continue in this manner until an outcome
Is reached.
3.6 Any team not represented at the monthly meeting will incur a penalty of one point deduction from their
League total -- if a team persistently misses monthly meetings they will be fined £20.00 by the league.
3.7 In the event of a vacant committee position -- resignation, suspension or a successful vote of no confidence
A successor may be voted on at any monthly meeting.
4. A.G.M ( ANNUAL GENERAL MEETING)
4.1 An A.G.M.
will be held on the first Tuesday in August every year , starting at 8.00pm
The venue for this meeting will be decided by the committee.
4.2 At the A.G.M. a full committee will be elected for the ensuing year.
4.3 The voting system for the A.G.M. will be as follows :- One vote per member -- no proxy
Votes will be permitted.
4.4 Any changes to the constitution or rules will be made at this meeting or at a legally called
E.G.M.
4.5 League schedules and relevant cups will be discussed at this meeting.
5. E.G.M. (
EXTRAORDINARY GENERAL MEETING 5.1 Voting
will be as rule 4.3
5.2 E.G.M.
may be called to Change any rules mid- season .
5.3 In order to call an E.G.M. a letter must be lodged with the committee stating the reason for the
Meeting and must be accompanied with the signatures of 7 league members. Only business
Stated in the letter may discussed at the E.G.M. All 7 members who signed calling for the
E.G.M. must be present at the meeting otherwise it will be cancelled and will be unable to be
Recalled that season.
5.4 A mutual date , time and venue for the meeting will be agreed by the 7 signatories and the
Committee.
5.5 An E.G.M. cannot be called twice in the same season to deal with the same subject.
6. MEMBERSHIP 6.1 League
membership is open to any team who’s venue is within , Dalmellington ,
Drongan ,
Rankinston and Coylton and the Doon Valley Golf Club , Patna.
6.2 Any team out with the designated area wishing to join the league must inform the A.G.M. of
Their intensions -- where a vote will be taken by the members.
7. REGISTRATION 7.1 All
players must be 18 or over.
7.2 A registration charge for teams and members will be decided at the A.G.M. currently £ 30.00
And £ 3.00 respectively.
7.3 A team may have as many signed players as they wish.
7.4 A minimum of 6 signed players is required to form a team , any team with less than 6 signed
Players will not be permitted entry into the league.
7.5 A new player must sign by 8.00pm on the match night and inform 1 committee member of
Their signing to enable them to play that evening. For cup games a new player must sign at
Least 1 full week prior to the first round to enable them to play.
7.6 If a
player wishes to transfer from one team to another they must notify the
committee and their captain
Incur a one week lay-off before being allowed to play for their new team. A fee of £ 3.00 is
Payable to the league for each transfer. Only 2 transfers are permitted per person each season.
No transfers will be permitted after the mid-point of the season unless any team folds when all of said
Teams registered players will be eligible for transfer.
7.7 All monies for new signing and transfers must be paid to the treasurer on the night or before
The next monthly meeting. Failure to do so for any reason will constitute any player being
Deemed a non-signed player during that period. Any team playing a non-signed player
Knowingly or not will forfeit any match said player has participated in 9-0.
N.B. It is the responsibility of the transferring player and his new team to ensure all monies are paid.
7.8 Any team wishing to change their home venue mid-season must notify the secretary in writing
7 days prior to move -- if their proposed venue is out with the designated area as stated in rule
6.1 it must be addressed at the next monthly meeting. This only applies if teams home venue closes.
8. REFEREES 8.1 On the
night the referee has the final say on all matters relating to the game
including foul shots,
Interpretation of the rules , time and control of bad or unsportsmanlike behaviour.
8.2 The referee can instruct a re-rack if the game is not progressing-- see league rules for re-rack.
8.3 A referee may when REQUESTED advise on rules of the game.
9. GENERAL 9.1 League
games will be played on Monday nights.
9.2 All matches will consist of six singles followed by three doubles. All matches must be played out.
9.3 The table will be made available to the away team by 8.15pm at the latest.
9.4 All matches will commence at 8.30pm and will require at least two signed players from each team to be
Present.
9.5 Any team with less than six players present at a match will be given five minutes after the last player has
Completed
their game to provide a player , failure to do so will result in the game being
awarded to the
opposition--this rule will apply until either a player arrives or all games have been accounted for.
9.6 Teams will lag for the break at the start of each game. Refereeing will be alternating with the home team
Refereeing the first game.
9.7 The home team will declare their player first.
9.8 If for any reason a team is unable to fulfil a fixture then they must contact a committee member
And the opposing team before 7.00pm . The committee will then decide on a suitable solution if
Required. This will come into effect only in the case of what the committee deem as an emergency.
9.9 In the spirit of the game , home teams are expected to supply food for the opposition.
9.10 The league will play by the rules of the Scottish Pool Association. If any rule changes are
Made by the S.P.A during the season then the league will adopt these changes as soon as
Is suitable to do so.
9.11 The league can only change Local Rules at an A.G.M. or a properly called E.G.M. (rule 5.3).
Any proposed alteration to Local Rules at an A.G.M. must be lodged in writing to the league
Secretary no later than two weeks before the meeting and must have a seconder.
10. CUP TIES 10.1 1st
and 2nd rounds of cups will be played on Monday nights ,(except
league cup) , semi-finals and
Final will be played on Thursday nights.
10.2 All new members must be signed a least one week prior to the commencement of the first round
In order for them to play in the cup.
10.3 If there is an occasion where a match is drawn (league Cup Final) then a play-off will take place.
The referee will be mutually appointed , both team captains will write the name of their player
Down and hand it to the referee who will then call both players to the table for one deciding
Frame.
10.4 A player who has already competed in a cup competition for one team then transfers to another
Will be deemed cup-tied and cannot take any further part in that cup.
10.5 All cups are played under league format until the semi-final stages. In all semi-finals and the final
(except League Cup) the team at the top of the draw will nominate their player first thereafter
Player nominations will be alternate.
10.6 As the league cup is sponsored by the league the entire cup will be played under league rules
With the final being played over 2 legs , home and away
10.7 All cup finals will have a neutral referee.
11. COMPETITIONS 11.1 Only
registered players will be eligible to enter any competitions.
11.2 Any new members must be signed at least one week prior to any competition draw is made in
Order to take part in the competition.
11.3 After a
draw has been made for any competition there will be no changes or substitutes
allowed
at any stage.
11.4 Where possible allowances will be made to allow players barred from certain premises to take
Part in all competitions.
N.B. the proprietor of any establishment has the right to refuse admittance.
11.5 ALL competitors must be present at the declared time for the draw. Failure to do so will result
In exclusion from relevant competition.
11.6 Doon Valley Men’s Singles, Ladies Singles and Doubles will be played on Sundays. Dates will
Be
decided by the committee. All play-offs if required will be played on
Monday or Thursday nights. Any
venue can apply to hold these events with the sponsorship being £150.00
11.7 The Super Cup and Consolation Cup will be played over 3 or 4 Monday Nights at the end of the season
Prize money for these events will be decided by a written open ballot.
11.8 Team captains must advise the Tournament Organiser of any and all players who wish to be
Considered for selection for Scottish , National or Regional Tournaments.
12. PENALTIES AND FINES 12.1 Bad
sportsmanship e.g. talking to partner after touching table, advising a player
what shot to play,
Deliberately distracting the opposing team etc.
In the first instance the referee will issue a warning , followed by awarding 2 shots and a free table
To the opposition and finally game away.
12.2 The home
team will be responsible for phoning the
league secretary with the result on the evening of the
match. Failure to do so will result in the match being awarded 9-0 to the away team.
12.3 Failure to turn up for a game with no contact before 7.00pm as per rule 9.8will result in the
Offending team losing the game 9-0 and being fined £30.00 which will be payable at the next
Monthly meeting-- £20.00 of the fine will go to the aggrieved team /publican to pay for any costs
Incurred, the remaining £10.00 will go to league funds. The offending team will also be deducted 2
League points whether it is a league or cup game.
12.4 Any member not displaying appropriate behaviour may be asked to leave any meeting or match
By the committee or referee.
12.5 Any League member threatening a committee member will be banned from the Pool League for life.
13. DEBT SUSPENSION 13.1 All fines
must be paid at the next monthly meeting. If not 10% will be added to the fine every month thereafter until the debt is paid
in full.
13.2 If a team folds when in debt to the league and 50% of their players move to other teams then
These players will be held responsible for the payment of these debts. These debts must be
Paid BEFORE the players are eligible to play for their new team.
14. DISPUTE PROCEDURES 14.1 In the
event of a dispute regarding a frame the referee shall consult the rules before
making a final decision see rule 8.1.
14.2 If one or both teams still dispute the decision the game will continue as per referees instructions
And the match completed.
14.3 After such an incident as above the grieving team/ teams must submit a letter (within 7 days) to the
Committee, where at the next monthly meeting it will be raised , discussed and a decision made.
14.4 If anyone is unhappy with the conduct of any individual league member or team then a letter of
Complaint should be submitted to the committee within 7 days stating all relevant information.
The matter will be addressed and dealt with at the next scheduled monthly meeting.
14.5 Any player found to be behaving in an unsportsmanlike manner may be called to appear in front
Of the committee to explain their actions. If their explanation does not satisfy the committee then
A formal warning (yellow card) may be issued. This warning will stay on record for a period of
12 months , if during that period a second warning requires to be issued this will be treated as a
Red card and a minimum suspension from the Pool League of 12 months shall be imposed.
The committee reserves the right to by-pass the first yellow card and go straight to a red card if
The severity of the incident warrants this action.
14.5 Any disputes about individual frames are not in themselves reason enough for a match being
Abandoned . Any team refusing to complete a match due to such a dispute will forfeit any and
All outstanding frames.
15. DETERMINATION OF
CHAMPIONSHIP 15.1 If two or
more teams are tied in positions affecting the championship then a play-off
will decide
The final outcome. The play-off will be played over 2 legs home and away. They will be played on the
Same week on the Monday and Thursday. A draw will be made to determine who plays at home first.
